Improving times quickly

Hi, I am a 15 yr old runner, and a sophomore in high school. When the season started out I was supposed to be the 2nd best runner on the team, because I put in approximately 350 miles in over the summer. This, however, has not gone according to plan. I am the 5th best runner, and am very inconsistent. In our last WCAL League race I came in 5th for our team and 21st overall. However I was a full minute behind my team's 2nd 3rd and 4th guys. I was wondering how I should approach my next race and how can I train to make more of an improvement? Thanks, Phillip
