Speed Approach or Endurance?

Many coaches say that kids should be taking a speed approach in training and then run higher mileage weeks when their older. However the Kenyans, Ethiopians and other east africans are running 5-6 miles to school and then 5-6 back, and they are clearly dominating in the world of distance running! What approach do you think is best?
i believe in gradually building a distance base and a little bit of speed development. by gradually, i mean do what you can handle and you'll gradually be able to do more. i have 2 rules 1. Have Fun 2. Stay Healthy for racing, i believe in racing shorter distances and very gradually moving up. i believe that by following this, you will get fast enough to run an appropriate pace and you'll get strong enough to hold it
