How big an issue is money for competitive high school runners in getting the right equipment - shoes, apparel, training gear? How do kids and teams get around the issue? Are there fundraising/hand-me down resources out there to help them?
It is not an issue at all. Light, flexible shoes for an efficient runner are not that expensive and you can usually get older model shoes online or at stores at huge discounts when new models come out. To a certain extent, more expensive shoes are not going to benefit light, efficient runners. Running must be the least expensive sport. You could certainly organize an event where local runners donate old shoes and apparel for your team or school.
